David R. Leng is Chief Risk Officer and Executive Vice President of Duncan Financial Group and Co-Founder of Keystone CompControl. He is a Level-5 Advisor of the Institute of WorkComp Professionals.
He is the author of four books: Turning Premiums Into Profits, The 10 Laws of Insurance Attraction, Stop Being Frustrated & Overcharged (By Your Workers' Compensation Program), and Insured to Fail.
David has more than 35 years of experience in risk management and insurance, with a focus on workers' compensation. He is a Penn State alumnus with a Bachelor of Science in Insurance and Risk Management.
His professional designations include Chartered Property Casualty Underwriter (CPCU), Certified Insurance Counselor (CIC), Certified Benefits & Wellness Advisor (CBWA), Certified Risk Manager (CRM) and Master WorkComp Advisor (MWCA). The Institute of WorkComp Professionals named him its Advisor of the Year in 2008.

As President, John oversees the operation of the company with one mission: making sure his clients receive the gold-level service they have come to expect from the Duncan Insurance Group.
A graduate of Indiana University of Pennsylvania, where he earned his degree in Business Management, John takes his civic responsibility seriously. He serves as President of the Norwin Public Library Board and as a board member of the Norwin Chamber of Commerce.
Ask John to describe himself and he will tell you he is logical and competitive, with a firm belief that, contrary to a popular notion in the insurance industry, "cheapest is not always the least expensive."

Michael G. Lukart, CSP, CWCA

Michael is President of Keystone Risk Management. With his team, he provides risk management consulting to more than 150 companies in Pennsylvania as well as New Jersey, Maryland, Ohio, North Carolina and West Virginia. He has more than 25 years of experience in safety and risk management with organizations ranging from small and mid-sized firms to large, complex multinational corporations. He holds the Certified Safety Professional (CSP) and Certified WorkComp Advisor (CWCA) designations.
Before forming Keystone Risk Management, Michael was Director, Safety, Health and Environmental Management for a large multinational corporation, where he oversaw a staff of professionals responsible for more than 35 facilities in eight countries. He was directly responsible for the safety, health and workers' compensation programs as well as all environmental and safety compliance. He also oversaw the corporation's environmental due diligence during more than twelve manufacturing facility acquisitions and divestitures, as well as corporate mergers.
Michael received his BS in Industrial Safety Sciences from Indiana University of Pennsylvania and is active in a number of professional societies and business groups. He lives in North Huntingdon, PA, with his wife Cindy and their two children, Tyler and Erika.
Renee L. Mielnicki, Esq.
General Counsel and Vice President, Operations, HR and Claims

Renee graduated cum laude with a Bachelor of Arts in Political Science from the University of Pittsburgh and earned her Juris Doctor from Duquesne University School of Law. She began her career in 2001 at the law firm of Seewald, Mielnicki & Petro, practicing primarily in administrative, civil and criminal litigation. From 2007 to 2013 she served as Associate General Counsel for the Allegheny County Housing Authority.
Her role with the Housing Authority was broad. It included contract work, policy drafting, union issues and grievances, and a wide range of human resource matters. Renee joined Keystone Risk Management in October 2013 as General Counsel and Employment Law Consultant, and began focusing exclusively on human resource and employment issues.
Renee works closely with clients on human resources consultation and services. That includes legal review or development of policies, procedures and employment contracts, training employees or supervisors on HR subjects, guidance or representation at unemployment and EEOC proceedings, and consulting on and participating in sensitive terminations.

Michael Kuiros, CWCA
Director of DOT and Fleet Services
Michael earned his bachelor's degree in Safety Management from Slippery Rock University of Pennsylvania.
Before joining Keystone Risk Management, Michael was a Safety Intern at Allegheny General Hospital in Pittsburgh, working closely with employees and administrators on the many day-to-day safety issues a hospital deals with. At KRM, he works closely with clients on safety services tailored to their needs, with an emphasis on DOT fleet safety and compliance.
John Schuster, CWCA
Senior Safety Consultant, Business Development
John works as a Senior Safety Consultant out of Keystone Risk Management's North Huntingdon, PA office. He earned a Bachelor of Science in Safety and Environmental Management from Slippery Rock University of Pennsylvania in 2010.
Before joining Keystone Risk Management, John was a Safety Coordinator with the Joseph B. Fay Construction Company, where he performed safety audits, developed safety and health plans, trained employees, and identified root causes and preventive measures. He also served as Safety Manager for Flowline Industries in New Castle, PA, and was one of the primary safety and security personnel while working as Clinical Manager at George Junior Republic's 500-plus acre campus in Grove City, PA.
That work gave him experience in construction, transportation, manufacturing, workers' compensation and claims management.
Christy Tokay, CWCA
Christy came to KRM from PMA Insurance Group, where she was a multi-jurisdictional adjuster managing lost time workers' compensation claims for both self-insured and insured clients. Over her eight years with PMA she kept customer satisfaction high through frequent on-site consultations and claim reviews.
She kept growing her knowledge by evaluating and applying new case law as it came out. She identified and pursued subrogation, evaluated and adjusted reserves through the life of a claim, and put medical, litigation and disability action plans in place to get good outcomes. She received her B.A. from Carlow University with a dual major in Business Management and Human Resource Management.
Angel Ranallo, CWCA
Senior Claims Consultant, Keystone Risk Management
Angel is KRM's front-line claim specialist. She is usually a client's first point of contact when a work-related injury happens, which is where early intervention and control of a workers' compensation claim begins. Angel handles incident investigation, directs patient care, manages medical treatment and coordinates early return to work. She follows each injured employee's recovery until a full duty release and discharge from care are obtained.
Angel holds Associate Degrees in Business and in Medical Assistance. She came to KRM with fourteen years of experience as a workers' compensation case manager, having worked for both HealthSouth and Highmark in their Medical Consulting divisions. As a result, she has excellent relationships with workers' comp physicians in western Pennsylvania.
KRM clients have come to trust and depend on Angel for proactive help and advice from the very start of a workers' compensation claim.
